5:19 PM 12/17/2009: changed the height of blue bar for paragraph titles, added site design by internshelton at the bottom.
4:48 PM 12/17/2009: added news and events to a sever side include text document (news.txt).
4:47 PM 12/17/2009: Added news and events section to 30% of containing table to the right. text is silver (dcdcdc).
4:45 PM 12/17/2009: Changed table size to 60% of containing table rather than 80% to make room for news and events section.
